Panic Hardware and Fire Exit Hardware Are Different
A push bar is not a one-size-fits-all product. Door construction, the opening’s use, occupancy, applicable code and any fire rating affect the hardware selection. A bar cannot automatically be fitted to every door simply because it looks suitable.
Allegion distinguishes panic hardware from fire exit hardware: fire exit hardware is tested for both panic and fire conditions. Where an exit device is used on a fire door, the required fire listing and positive-latching function matter.
OSHA’s workplace exit-route standard generally requires employees to be able to open exit-route doors from inside without keys, tools or special knowledge, subject to its stated exceptions. It does not mean every building or every door must use the same panic bar.

Can a push bar work with outside key access?
Depending on the listed device and trim, outside access can use a key or compatible access-control arrangement while the inside provides the required exit operation. Does a door that will not latch need a new bar?
Not necessarily. Misalignment, closer behavior, the strike and the device itself can all affect latching. The opening should be inspected to identify the cause. Do not remove or defeat latching hardware on a fire-rated door as a workaround.
